About City of Windhoek
The City of Windhoek is the capital and largest urban centre in Namibia. Its municipal buses provide an essential service for daily commuters across the City. Windhoek’s transport system is a mixed network dominated by shared taxis, complemented by a municipal bus service that is currently modernizing through cashless ticketing and plans for lower-emission fleets. The City’s long-term Sustainable Urban Transport Master Plan aims to continually improve the bus system and provide active transport links.
The challenge
Recognising the importance of modern, digital-first public transport infrastructure, the City sought a trusted partner to replace its legacy ticketing system and implement a solution that could enhance efficiency, security, and passenger convenience.
Transitioning from a traditional ticketing system to a full cashless operation required careful planning to maintain uninterrupted bus services and ensure user adoption. Complexities included integrating new solutions with existing back office functions and the additional logistics of cross-border deployment.
Project goals
The City’s primary objectives were to end cash handling on municipal buses, enhance passenger convenience and safety through mobile and contactless solutions, reduce fare evasion, and improve reporting with real-time insights. Building a scalable solution capable of supporting future enhancements was a core strategic goal.
The solution
A modern, cashless ticketing system was deployed across Windhoek’s entire municipal bus fleet of over 50 buses. The solution combines Kuba's Automated Fare Collection back office and fare validators, along with a powerful business intelligence reporting suite, to deliver reliable performance and actionable insights.
Kuba’s technology supports contactless payments using a smartcard with real-time validation. It also provides a seamless platform for mobile top-ups, making it easier and more convenient for passengers to stay connected on the go.
The team at Kuba provided the benefit of its experience at every step of the journey – including being present on-site during the system’s launch to help staff and commuters.
The results
The secure, scalable, cloud-based system has delivered a range of benefits. Fare evasion has been significantly reduced, transactions are reconciled faster and more transparently, and fare revenue collection is managed more efficiently.
The City is now equipped with real-time operational data. Comprehensive data visibility and reporting tools support improved planning and scheduling, laying the foundation for the ongoing optimization of Windhoek’s public transport service.
Remarkably, the City’s fare revenue saw a four-fold hike in just 6 weeks after the system’s installation was completed.
